Hiroshi Hara designed the building, conceived in 1988 as the City of Air project, and it opened on March 25, 1993. Sekisui House is the owner and developer. Takenaka Corporation was contractor in the text, while the infobox lists a five-company joint venture. The original plan called for four interconnected towers, but economic changes in the late 1980s cut it to two.

Two 40-story reinforced concrete towers rise 557 feet (170 m) to the roof, or 623 feet (190 m) with spires. Glass bridges with escalators and elevators join them at the top two stories across an open atrium. The article calls the style modern and says the sky deck was raised using hydraulic elevators, a first for a construction project.

The rooftop Floating Garden Observatory has a café. The article gives no ticket prices.
